Squadron Energy Workforce

Description

Squadron Energy has multiple renewable energy projects planned for the Central-West Orana Renewable Energy Zone (REZ), including wind, solar, battery, and firming projects set to begin within the next three years. To be eligible for a Long-Term Energy Service Agreement and Access Right in this area, Squadron Energy must meet the Merit Criteria, which include engaging unskilled and learning workers, as well as minority workers who are often underrepresented in employment.

Our Role

In early 2023, The Stable Group was engaged to develop a REZ Workforce Upskilling Program to assist Squadron Energy in meeting the Merit Criteria and workforce engagement requirements. The consultation conducted by The Stable Group was divided into two parts. The first phase focused on identifying and developing a database of Registered Training Organisations (RTOs) relevant to Squadron Energy's operations, along with available initiatives and programs offered by these organisations. In the second phase, The Stable Group compiled a database of construction subcontractors in the region and assessed their ability to support Squadron Energy's operations.

During the consultation process, The Stable Group met with 27 registered RTOs, including 13 Indigenous RTOs, to gauge their willingness to expand their scope to cater to the emerging market. They also researched their capacity to provide training and accreditation programs, both pre-employment and during employment, to support subcontractors. The Stable Group collaborated with RDA Orana to devise a plan for skilled migrant worker requirements and recommended steps for Squadron Energy to broaden the range of eligible roles and job titles under the DAMA (Designated Area Migration Agreement).

To ensure local engagement, The Stable Group conducted meetings with over 25 subcontractors in the region, including the MAAS group. These meetings allowed The Stable Group to communicate the project's scope and Squadron Energy's commitment to local engagement. They addressed subcontractors' concerns, such as payment processes and resource limitations, and provided recommendations to Squadron Energy. The Stable Group identified the need for a greater lead time for these businesses and proposed a multi-faceted approach to enhance proper engagement.
